Overview
We have completed our review of the maximum prices that Goulburn-Murray Water can charge for services provided to its customers from 1 July 2024 to 30 June 2028.
Goulburn-Murray Water submitted its proposed prices on 29 September 2023.
We assessed the proposal against a legal framework established by the Victorian Government and set out in the Water Industry Regulatory Order, and the commission’s PREMO pricing framework.

Key facts from our final decision
Bills
Goulburn-Murray Water customer bills will generally change by less than inflation from 1 July 2024. Some medium and large gravity irrigation customers will experience slight increases each year.
Tariffs
We have approved Goulburn-Murray Water’s proposed changes to drainage tariffs and its move to system pricing for bulk water pricing.
Six outcome commitments
Goulburn-Murray Water worked with its customers to develop six outcomes with measures and targets to track its performance.

Consultation on our draft decision
We consulted on our draft decision between 26 March and 7 May 2024. All feedback received informed our decision-making process.
- We received 12 public submissions including two confidential submissions.
- We held a hybrid (in person and online) public forum on 23 April 2024 attended by 39 people, including members of the public, representatives from the water business and commission staff.
- Goulburn-Murray Water provided its response to our draft decision.
