Water price review 2023

We have completed our review 

We released our final decisions on the maximum prices 14 Victorian water businesses will charge for its services from 1 July 2023 to 30 June 2028. 

How this affects you

The 14 water businesses included in our review provide water and sewerage services to domestic, business and rural customers across Victoria.

Our determination impacts how much customers will pay for the services they receive from their water business, and the key service outcomes they can expect for the period from 1 July 2023.

About the water price review

We reviewed submissions from 14 water businesses on their proposed prices and key service outcomes to apply from 1 July 2023.

The proposals submitted on 30 September 2022 were assessed against a legal framework established by the Victorian Government and set out in the  Water Industry Regulatory Order, and the commission’s PREMO pricing framework which includes incentives for each water business to put forward its best offer to customers and deliver the outcomes its customers value most.

This review was the second round under PREMO, where price submissions demonstrated how water businesses built on their previous proposals to deliver great value to their customers.

Following consultation, we issued a determination that sets the maximum prices that water businesses may charge customers.

We released the final decisions on 23 June 2023.

Our consultation process

We sought feedback from customers and stakeholders of the water businesses at multiple points throughout the price review process to inform our decision making process.

We invited feedback from stakeholders on the water businesses' proposals and on our draft decisions via Engage Victoria before we made a final decision and price determination. 

We held 14 public forums on our draft decisions across the state with a mix of in person, online and hybrid events.

We received 70 public submissions mostly via Engage Victoria. These submissions have now been published on the below pages for each business.
